"MONITORING AND EVALUATION SERVICES, INC. is committed to providing plan Trustees with timely, accurate, quarterly annual investment performance reports that measure each portfolios investment return to the appropriate equity or fixed income index (benchmark) as well as a database of like funds.

The investment performance report is customarily reviewed with the Plan Trustees prior to the respective investment manager's presentation to better enable the Trustees to evaluate the investment manager's performance.

Assisting the Trustees in meeting their fiduciary obligation, the investment performance report measures not only investment performance returns but also monitors the investment manager compliance with the investment guidelines established for each portfolio as well as the Total Return of the Fund asset class weighting to adhere to the Fund's Investment Policy"

Investment Consulting Services

Our investment consulting services consist of: Providing quarterly annual investment performance reports that measure and analyze each of the funds portfolios by comparison to MONITORING AND EVALUATION SERVICES, INC.'s database of comparable funds in the asset class as well as the appropriate stock and bond index benchmarks. The investment performance reports are developed and reviewed with Trustees quarterly, more frequently in times of market volatility.

• Assist the Trustees with the development of asset allocation models that conform to the investment policy established by the Trustees.
• Monitor the investment manager's portfolios to insure they conform to the investment guidelines for that asset class.

• Provide oversight to the stock security transactions to achieve best execution.
• Conduct investment manager searches when instructed by the Trustees to do so.

Brokerage Services

Surety Financial Services, Inc., the brokerage services affiliate of MONITORING AND EVALUATION SERVICES, INC. is a member firm of the Financial Industry Regulatory Authority. As a member firm of the FINRA, principals that manage the firm must conform to the regulatory obligations of the FINRA and require the passage of the various exams required to manage a brokerage firm.

• Surety Financial Services, Inc. provides commission recapture programs to funds by sharing commission revenue related to transaction costs that are incurred in the normal course of portfolio management.
• The commission recapture program discloses to the client the commission revenue received by Surety Financial Services, Inc. on a fully disclosed individual trade-by-trade basis in a written report.
• In a commission recapture program there is absolutely no requirement of the Fund's administration staff to perform any additional duties.
